Puis, après avoir illustré le rapport de l’expertise au politique par deux exemples historiques, il s’interroge sur le statut de l’expertise en matière de projet urbain et sa relation avec la conception. L’auteur distingue ensuite deux formes d’expertise possibles, l’une concernant la place tenue par le projet urbain entre acteurs politiques et professionnels, l’autre concernant le rapport entre acteurs politiques et professionnels travaillant conjointement « pour » le projet urbain. Il justifie ensuite son choix de considérer le projet urbain comme fabrication d’un espace public, puis formule plusieurs questions relatives à la pratique et au champ d’intervention de l’expertise dans le projet urbain (dans la dimension urbaine et aussi dans la dimension architecturale des projets), clôturant son exposé en suggérant une réintroduction de la critique architecturale et urbaine en contrepoint et comme accompagnatrice de l’expertise. Considering the urban project solely as a work that concerns public space, and referring to several authorities on the subject, the writer of this essay begins by commenting on the signification and connotations of the term “urban project”. In particular he remarks that it sometimes replaces the idea of town planning, and that while some people attribute to it a vague character, others see it is as fundamentally operative. After illustrating the relationships between expertise and politics by means of two historic examples, Tsiomis reflects on the status of expertise within the urban project and its relations with design. He identifies two possible forms of expertise, the one concerning the place of the urban project as regards political and professional stake-holders, the other concerning the relationships between political and professional players working jointly “for” the urban project. He then justifies his choosing to consider the urban project as the fabrication of a public space, and raises several questions that concern the practise and field of intervention of expertise in the urban project (in both the urban and architectural dimensions of projects).
