https://cahiers-ramau.edinum.org/529 En analysant l’organisation de grands projets architecturaux ou urbains en Espagne (projet de régénération urbaine à Bilbao comprenant notamment le musée Guggenheim, édification d’un centre culturel à San Sebastián) et en France (aménagement du quartier de Bercy à Paris, construction du Tribunal de Grande Instance de Bordeaux), cet article s’intéresse aux contextes, aux modalités et aux méca­nismes d’organisation de la coordination et de la coopération dans la mise en œuvre de systèmes complexes et multi-professionnels. Après avoir évoqué la dimension de ces projets, notamment dans leurs finalités, l’auteur examine les procédures permettant d’organiser à la fois le processus d’ensemble, les relations entre acteurs et les modalités d’intervention, souli­gnant d’une part l’articulation observable entre niveau global et niveau local (tous ces projets entrent dans le cadre de concours internationaux) et d’autre part les modes de distribution et d’organisation des tâches dans ces projets (délégation de missions, appel à des expertises exté­rieures, concours d’investisseurs et de concepteurs). Il note ensuite les différences existant entre les deux pays en termes de poids des corporations professionnelles : articulation archi­tecte supérieur/architecte technique en Espagne, partage des prérogatives entre architectes et ingénieurs en France. Ces nuances se manifestent dans divers aspects comme la standar­disation, une communauté d’expérience entre les acteurs, un développement nécessaire d’une capacité de négociation, l’appel éventuel à des métiers spécifiques de la régulation dans la conduite de projet. Il évoque enfin les trajectoires ou positions de quelques personnes clés dans ces projets, puis conclut sur le constat que les finalités des projets, les procédures, les capa­cités des professionnels et les liens informels entre acteurs sont autant de ressources de coor­dination. By analysing the organisation of large architectural or urban projects in Spain (urban regeneration in Bilbao including the Guggenheim Museum, building a cultural centre in San Sebastian) and in France (planning the Paris-Bercy area, buil­ding a court of justice in Bordeaux), this article deals with the contexts, modalities and mecha-nisms of co-ordination and co-operation in organisation when implementing complex multi-professional systems. After having listed the dimensions of these projects, particularly in terms of their outcomes, the author examines the procedures allowing the whole process to be organised as well as the relationship between actors and the modalities of intervention, highlighting on the one hand the articulation between local and global levels (all these projects are within the framework of international competitions) and on the other hand the modes of organisation and distribution of tasks within these projects (mission delegation, calls upon external expertise, competition between designers and between investors). Then, the author gives an overview of differences between the two countries in terms of the importance of professional bodies: the articulation between superior architects and technical architects in Spain, the sharing of prerogatives between architects and engineers in France. These differences appear in various aspects such as standardisation, the common experience between actors, the need to develop a negotiation ability, the call upon proficiencies in the field of project management. Finally, the author describes professional trajectories and the positions of some key persons involved in these projects, concluding on the fact that project outcomes, proce-dures, professional abilities and informal relationships between actors are all resources to be drawn upon in co-ordination.
